LOCAL PATCH (2026-07-01, clodorp ops/infra):
  "View job" links now use the per-repo run index (GITHUB_RUN_NUMBER) instead of
  the global run id (GITHUB_RUN_ID). Forgejo routes /{owner}/{repo}/actions/runs/{N}
  by the per-repo index, so the upstream GitHub-style global-id URL 404s
  ("run with index <repo> <id>: resource does not exist"). Verified empirically:
  a job saw RUN_ID=207 (global) / RUN_NUMBER=1 (index) for a first run.
  Patched files:
    - src/github/operations/comments/common.ts   (createJobRunLink)
    - src/entrypoints/update-comment-link.ts      (jobUrl)
    - action.yml                                  (pass GITHUB_RUN_NUMBER to the
                                                   Prepare + Update-link steps)
  Fallback to the global run id is preserved for non-Forgejo (GitHub) use.
